The Brief History of Mexico and Their Interest - Rafael Moreno Valle

Mexico – Its full name is the United Mexican States which was ruled by indigenous people and the Spanish conquerors which had its impact on the Mexican political institution. Agustin De Iturbide was the first leader in 1821, when the country became independent. One of the famous leaders is Rafael Moreno Valle who is the member of the National Act Party and the Governor of Puebla from February 2011 to January 2017.

Mexico gains its independence in 1821 and has had several constitutions. The most durable constitution from 1857 to 1917, then the Mexican Revolution of 1913-1916, other social constitutional convention, and the present constitution were adopted in 1917.

Political Parties: - These parties in Mexico promote the participation of people in the democratic life of the country, contribute in the representation and manage the access through which citizen can participate in public office. All political parties registered before the national Electoral Institution (INE). These are the parties which are registered before the INE and have representatives in the Congress of the Union.

·         Institutional Revolutionary Party founded in 1929.
·         National Action Party founded in 1939.
·          Party of the Democratic Revolution founded in 1989.
·         Green Ecological Party founded in 1986 and registered in 1993
·         Convergence Party founded in 1997.
·         New Alliance founded in 2005
·         National Regeneration Movement founded in 2012.

Historical Development: - Great Depresion, which is followed by Mexican Revolution led to a much fragmented society and weak institutions. In 1929, all the fractions of the Mexican Revolution were united into a single party, the National Revolutionary Party was later renamed into the Mexican Revolution Party and hence the Institutional Revolutionary Party.

Mexico was considered a bastion of continued constitutional government when coup d’états and military dictatorships were the norm in Latin America. The lack of establishment of democracy in Mexico can be explained by many factors like the oil reserves is one that exist in the country and the nationalized by the Cardenas government.

The first cracks in the system, were the 1970s reforms to the electoral system and the composition of the Congress of the Union. At that time incorporated proportional representation seats allowing opposition parties to obtain seats. Gradually parties demanded more changes, and a full democratic representation. The first state government to be won by an opposition party was Baja California, in 1989.

In 1988, the presidential elections held in Mexican politics and there is on serious threats to the party in power by an opposition candidate Cuauhtemoc Cardenes, nominated by a broad coalition of leftist parties. Subsequent changes have been made in the 1990, in the creation of the Federal Electoral Institute and the inclusion of proportional representation and first minority seats in the Senate.
Numerous electoral reforms implemented after 1989 and the opposition parties made historic gains in elections at all level.

In the last decade, Mexico has shown their own capability of changing the political composition through genuinely competitive elections, and the country still is in the process of democratic to eliminate corruption and to achieve full accountability and transparency.

Brief Introduction of Rafael Moreno Valle

Rafael Moreno Valle is a Mexican Politician and also was the Governor of Puebla from 2011 to 2017. He was born on 30th June, 1968 in the city of Puebla. He is the son of Rafael Moreno Valle Suarez and Gabriela Rosas and married to Martha Erika Alonso. He is also a member of the National Action Party.

He completed his bachelor’s degree in 1991 from Lycoming College in Economics and Political Science and post- graduation in Business Administration from the Harvard University Extension School. He was also awarded the Magna Cum Laude, is a Doctor of Jurisprudence from the School of Law at Boston University.

Political Career: - At 1991, he starts his political career as the part of advisory body of the Director of Human Rights Normativity in the Ministry of the Interior. After completing one year in this, he starts work as an advisor to the team of Melquiades Morales Flores, who was then President of the PRI in Puebla. In 1993, he was an adviser to Manual Aguilera Gomez, a senator of the republic and later regent of the Department of the Federal District and later he would return to Puebla to work as general adviser on the election campaign of Melquiades Morales in the Senate.

Banking and Financial Sector: - At 1996, he starts work in the banking sector and until work 1999. In 1996 he was the Sub- Treasurer of Corporate Banking for Latin America of the German bank, Dresdner Bank and later promoted to the position of Vice President for Latin America in New York City, and occupied until 1999.

Public Finance Sector and Federal Deputy:- In 1999, he was served as the Governor of Puebla and known by Melquiades Morales Flores, to be the part of his state cabinet as Secretary of Finance. He held on this position until 2003.

He participates in the federal elections of 2003 running for the VIII district of Puebla to obtain a federal deputation.  When this winning election becomes the part of the LIX Legislature of the Honorable Congress of the union, then he was the President of the Administration Committee and member of the commissions in Communication and Public Security.


Senator:- As a Senator,  he was the President of the Foreign Affairs Committee, Secretary of the National Defense Commissions, member of the Commissions of Trade and Industrial Development, Public Security and a member of the Special Commission.
